Question about saddle pad?

You put the billets of the saddle (the things that you buckle the girth onto) through that strap. They're called the keepers. They just make sure that the saddle pad doesnt slip out from under the saddle while you're riding. I would recommend using them every time you ride because it is really annoying when your saddle pad slips all over the place.
