What's the best Free Movie Making/ editing software?

I'm looking for the best freeware Movie Making/ editing software. Microsoft Movie Maker for Vista is too simple, I'm looking for something more, where you can add several effects and stuff. I know, or at least I hear, the best PAID movie making software is Sony Vegas, but I'm cheap =P
